Relocating 2028

Kranji Primary — Tengah Campus

Relocating from Choa Chu Kang to Tengah

"Two Primary Schools in Tengah by 2028"

Kranji Primary School will relocate from its current campus in Choa Chu Kang to a new campus in Tengah in 2028, as announced by the Ministry of Education on 16 January 2024. The school will stop accepting Primary 1 students from 2025 and will begin operations at its new Tengah campus in 2028.

The relocation means that Tengah will have two primary schools by 2028. Pioneer Primary School — located within 1km of Tengah Garden Residences — will relocate from Jurong West to Tengah in 2026. Anglo-Chinese School (Primary) will then open in Tengah in 2030, bringing the total to three primary schools within the town.

MOE cited surplus school places in the north of Choa Chu Kang as the reason for the move. Parents wishing to enrol children in Primary 1 at the Tengah campus can register in the 2027 registration exercise. An MOE kindergarten co-located with Kranji Primary will also move to the new Tengah campus in 2028.

Anglo-Chinese School (Primary)

"A Historically Boys' School Goes Co-Ed in Tengah"

Anglo-Chinese School (Primary), currently located at Barker Road in the Novena area, will relocate to Tengah in 2030 and become co-educational — admitting girls for the first time in its history. The move was announced by the Ministry of Education on 9 February 2023.

ACS (Primary) is a well-regarded primary school in Singapore, with parents historically paying a premium to live within 1km of its Barker Road site. Property analysts at OrangeTee noted that condominiums within 1km of the Barker Road campus traded at around S$2,116 psf in 2022 — approximately 18% above the District 11 median of S$1,791 psf.

With the relocation, analysts project that homes within 1km of the new Tengah site could command a 10–15% premium over the district average (OrangeTee, Feb 2023). PropNex's Head of Research noted: "Given the popularity of the school, we reckon it will help to support demand for homes and leasing prospects in Tengah in the years to come."

Why the Co-Ed Change Matters for Demand

A single-sex school primarily attracts families with children of that gender. By going co-educational, ACS (Primary) Tengah becomes relevant to all families with school-age children — significantly broadening the pool of households who have a reason to seek 1km proximity. Analysts at Huttons also note that families tend to stay longer in an area when a popular school is nearby, reducing turnover and supporting sustained rental and resale demand.

Analysts cite precedent from Nan Chiau Primary (relocated to Sengkang) and Mee Toh School (relocated to Punggol) — both relocations were followed by increased demand and improved long-term property performance in those towns.

Pioneer Primary — Advanced Modules

"One of 15 Schools Offering Advanced Modules for High-Ability Students"

Pioneer Primary School, located within 1km of Tengah Garden Residences, has been selected as one of 15 schools across Singapore to offer after-school Advanced Modules for high-ability students from 2027. The announcement was made by the Ministry of Education on 3 March 2026, following Prime Minister Lawrence Wong's 2024 decision to discontinue the Gifted Education Programme (GEP) in its current form.

The Advanced Modules programme is designed to cater to high-ability students who would previously have been served by the GEP. Being one of only 15 schools island-wide to offer this programme positions Pioneer Primary as a school of elevated academic standing — a designation that typically increases the school's draw for education-focused families.

For Tengah Garden Residences buyers, Pioneer Primary's selection means that the 1km catchment around TGR carries an additional layer of educational appeal — relevant both to homebuyers planning for their children's schooling and to investors targeting the rental market for families.

UWCSEA — New Tengah Campus

United World College of South East Asia (Dover Campus)

"One of Singapore's Leading International Schools Plans a Tengah Campus"

United World College of South East Asia (UWCSEA) announced in January 2025 that it plans to relocate its Dover campus to Tengah in 2032, subject to further discussions with the authorities. The Dover campus lease expires in 2030, and the Tengah move is planned to follow.

UWCSEA Dover is a long-established international school in Singapore, with over 3,000 students across Grades 1 to 12. The campus offers the International Baccalaureate (IB) curriculum and has boarding facilities for secondary students. Annual fees range from approximately S$40,000 to S$55,000.

The arrival of a major international school of this calibre would be significant for Tengah's rental market. Expat families and internationally mobile professionals typically seek accommodation within a reasonable distance of their children's school. A UWCSEA campus in Tengah would introduce a new category of rental demand — high-income expatriate households — that is currently underrepresented in the western region.

Upgrader Wave

HDB has launched over 18,500 BTO flats across 18 projects in Tengah as of early 2023, with a total planned supply of 30,000 public housing units. As these flats complete and owners serve their 5-year Minimum Occupation Period (MOP), a wave of upgrader demand is expected to emerge — with TGR positioned as the primary private condominium option within Tengah itself.

The Upgrader Opportunity

The earliest Tengah BTO owners — those who bought in the November 2018 and November 2019 launches — are expected to hit their MOP around 2029 and 2030 respectively. This represents approximately 6,000–8,000 households who will become eligible to sell their HDB flats and upgrade to private property within a two-year window.

These are households who specifically chose Tengah — they are already invested in the area's lifestyle and infrastructure. Many are likely to seek private property within or near Tengah rather than relocating, making TGR a natural upgrade destination as the only private condominium within Tengah itself.

The Punggol Parallel

Analysts and the Straits Times have drawn comparisons between Tengah's development trajectory and Punggol's. Punggol BTO owners who purchased in 2010–2012 hit their MOP around 2017–2019, coinciding with strong demand for private condominiums in the area such as Watertown and Parc Centros.

Tengah has structural advantages that Punggol did not have at the same stage of development: a car-free town centre, a planned international school, an elite primary school relocation, and a confirmed new MRT line (Jurong Region Line, opening mid-2028) already under construction. Whether these factors translate into similar or different outcomes remains to be seen — but the structural demand drivers are independently verifiable.
